The picture is an antique soap saver! You would put the small pieces of soap in it and when you needed soap you would fill a bucket up with hot water and take that thingamajig and swish it in the hot water, back and forth, until you had soapy water! My neighbor has one and remembers her mom using it in the 40's when she was a kid!
